Overview

The AVoHC Kofi Annan Scholars Program (PHSP) aims to bolster public health capabilities across Africa by strategically placing experienced public health experts. These experts, drawn from within Africa or the African Diaspora, provide targeted support through time-limited placements within government ministries, National Public Health Institutes (NPHIs), and other significant national health institutions. This program is a critical initiative by the Africa CDC to harness and deploy specialized skills where they are most needed. By attracting African diaspora professionals, the program leverages a broader pool of expertise, recognizing the diaspora as a vital 'sixth region' of the African Union since 2012. The Africa CDC is specifically recruiting Financial Specialists for the roster of the African Volunteers Health Corps (AVoHC) under the Kofi Annan Scholars program. This is a volunteer service, not a direct employment, designed to deliver high-quality, specific financial deliverables while simultaneously building local capacity within African health institutions. Participants are recognized and rewarded for their time and skills under existing AU framework guidelines. Financial Specialists will be instrumental in strengthening financial management systems within NPHIs. Their contributions will help ensure compliance, transparency, and sustainability in public health financing across African Member States, addressing critical needs in financial governance and accountability.

Eligibility

Applicants must be citizens of any Member State of the African Union or the African Diaspora. A master’s or doctoral degree in Finance, Accounting, Business Administration, or a related field is required, with professional certification (CPA, ACCA, or CFA) being an advantage. A minimum of 7 years of relevant experience in financial management, auditing, or policy development is also mandatory. Experience in developing and implementing financial systems, policies, and manuals in line with national regulations and international best practices is an advantage. Candidates must have excellent knowledge of at least one African Union working language (English, French, Arabic, Portuguese, Spanish, Swahili), with knowledge of two or more being an added advantage.
