The role of English in implementing the Saudi Vision 2030 programme: a critical discourse analysis

This doctoral research examines the role of the English language in Saudi Arabia's Vision 2030 (SV2030) programme. While the primary SV2030 document emphasizes Arabic, English language departments in Saudi universities suggest a significant role for English in achieving national goals. The study employs content analysis and critical discourse analysis (CDA) to explore how English functions within the international and educational contexts of SV2030. The research found that English serves an educational purpose in SV2030, supporting the development of a knowledge-based economy and aligning with international engagement. The study highlights the decision to introduce English earlier in primary education and the strategic use of English for the international version of the SV2030 document. It also notes the importance of English in international summits and events related to the vision. While the SV2030 document itself may not explicitly promote English for national reasons, this research provides valuable insights into the language's potential impact on achieving the vision's objectives and informs language policy considerations in Saudi Arabia.
