2. Prepare and Submit PELSB ApplicationDo not start your PELSB application until you have completed all licensure requirements and received specific instructions from OTE. Complete the Tier 3 Initial License Application form, entering "5 Yr. Program" if you have not yet received your M.Ed. degree. Fill in the Student/Teaching/Practicum/Internship information in the Verification of Completion section.
